Abstract

Among the best-known applications of a Geographic Information System are those related to decision-making in different activities in which the mapped information is framed. The present investigation refers to the results of the use of GIS tools in decision-making for pavement management. The road network of the city of Portoviejo, located in the province of Manabí, Ecuador, was selected as a case study. The health of the network was determined using the standard PCI and URCI methods. The condition of the pavement was defined on a total of 38 inspection sections, 25 sections on roads with flexible pavement and 13 sections on unpaved roads. Streets with flexible pavement were generally in good condition, while unpaved streets scored lower. The Markov transition probability matrix methodology was used for the period 2022-2032. Finally, the order of intervention was determined according to the hierarchy index developed based on: the technical evaluation of the condition, the criteria of the experts, traffic volume, user evaluation, and importance of the road. The results obtained allow us to identify, according to the weighting indices, a level of hierarchy in which the priority order of the roads of the Portoviejo canton is established, the priority to carry out the actions of sealing treatment, recaping or when it is not necessary to carry out intervention in the way gles to.
