The current city of Riobamba was resettled in 1799, after an earthquake destroyed the old town it was born as a planned city located on the “Tapi” plain. Riobamba has presented several problems regarding its basic services, many of them as a result of a poor planning policy. The most accentuated problems are related with tap water, as well as with public transportation. These problems have been known since the middle of the last century, a time in which there was also a disorderly growth of the city because of illegal settlements, the same ones that with the passage of time and due to political strategies were legalized. Problems such as the explosion of the powder keg of the Galapagos Brigade (2002), initially located on the outskirts of the city caused destruction in these unplanned areas. The failure of the industrial park, raised up in the 70s of the last century, is an example of the deficiencies in the management of the city. Based on the presented problems, it is proposed to analyze the urban growth taking into account the events that have marked the history and morphology of the city.
