Abstract

In order to guarantee water security, government technicians and organized civil society have developed efforts to adequately manage hydrographic basins. These efforts can be unsuccessful if appropriate methodologies are not used to plan the medium-term objectives to which a river basin is to be brought. Strategic planning for the integral management of hydrographic basins involves, in general, establishing the claims of the actors for periods of between 10 and 20 years and how they can be achieved. Establishing management strategies make it possible to identify problems, set an intervention priority, analyze management options, and analyze costs and benefits. Through the application of strategic planning, it is demonstrated that defining a framework for the management of the Casacay river sub-basin gives an imprint of objectivity to decision-making and guarantees that the programs and projects that are executed achieve a positive impact.

Civil Engineer. Master in Environmental Impacts PhD student in Civil Engineering at the University of A Coruña – Spain; currently has seven years as a teacher-researcher at the Technical University of Machala member of the Water Resources and Environment Engineering Research Group and active member in linkage projects.
